It basicaly is covering how people are getting bullied online and they cant really do anything about it besides block them but then the people can just make a new account and start texting them on that account then and the things will just go on and on.

well what they have right now is report the person then block the peron then tell someone.

I think it means were you take control and you post stuff and you block someone if their doing something wrong and you don’t like it.
